Hebrews more than any other NT book is steeped in OT scripture. It is like this because it is teaching Jews who have become Christians about how Jesus, their Messiah, was the focus of the OT and he so he fulfills the law, the institutions and prophecies about him (Lk 24:44-47; Col 2:16-17; Heb 1:2; 8:5; 9:24).
